Township with Secure perimeters

The Smart city needs to have a secure perimeter with multiple checkpoints. This will help in checking the subversive elements who wish to derail the project and create an atmosphere of fear. This will also be a big step in the direction of making the city secure so that businesses can thrive in an atmosphere of peace. The major initiatives in the direction are as under:

  • a. 40 foot concrete wall with electrification to ensure zero breach.
  • b. Aerial Surveillance through drones within a 20 km radius.
  • c. A network of security cameras linked to a control center.
  • d. Crack Commando units readily available in case of any eventuality.
  • e. A three tier system of entry with checkpoints at the City Gates, SEZ gates and Individual Unit/Business Gate.
  • f. A SOP and a mechanism to be developed for the citizens so as to facilitate intra city travel within and outside of Kashmir.

Local Police Force under Central Agencies

A Special local police force needs to be created for the protection of the city.

  • The recruitment for this force is to be done within the Kashmiri migrant community.
  • Wards of all ex-servicemen who have served in Kashmir need to be eligible for induction into this force.
  • The force needs to be created within the central police organizations like CRPF, BSF, CISF or ITBP.
  • A separate department within the force which will enable coordination with other security agencies like JKP and the Army.

Arms Training and Self Defence

No matter how robust the security apparatus, we will still have to employ a concrete program to make every citizen capable of self-defence. This is to ensure the citizen protection at all times. It will also ensure security even when the citizen has to move out of the smart city corridor. The community will have to ingrain these capabilities if we are to reclaim our homeland. It is therefore imperative we propose the following measures:

  • All people who migrate back to the valley need to be trained in basic self-defence and the usage of firearms. In addition a license to carry firearms at all times should be given to all people who migrate back to the valley.
  • All youth <40 years of age should be given advanced training in self-defence. This includes mixed martial arts and advanced weapons and basic combat training.
  • Mandatory service in the Territorial Army for all eligible citizens.
  • Mandatory one year service in defence forces after college.
